More forum problems

Well, looks like the Drupal forums aren't working properly either. I'm working on the issue.

Update: Authenticated (registered) users can post forum topics, I've confirmed that. Anonymous users should only be able to post to the Site Help forum, but for some reason they aren't allowed to choose a forum to post to, so an orphaned topic gets created. Still working on it.
